Woman managers -> more creative environment?

Dear ValpoCellans:
The Chartered Management Institute's head of policy, Petra
Cook, has stated:
"In general, a female management culture is more
participatory, consultative and empowering. Women are
challenging the old-style organisations that are
bureaucratic and autocratic."
That sounds to me like a good recipe for establishing a
culture of creativity and innovation in organisations. What
do you think? What is your experience? Are women managers
more likely to create an environment that favours.
