Back on the Ballot
The NYC Board of Elections tried to keep Gary Popkin off the ballot as
the Libertarian Party’s candidate for Brooklyn Borough President. He
would not give in, and triumphed in court. The retired computer science
professor needed 4000 signatures from Brooklyn voters to qualify. The
NYC Libertarians presented a consolidated multi-candidate petition with
the mayoral candidate Audrey Silk, the other citywide candidates and
candidates for Brooklyn and Queens Borough president. The Board of
Elections not only deemed Popkin’s signature total insufficient but his
petitions fraudulent. Judge Joseph S. Levine agreed that Popkin had
earned a place on the Libertarian line in November with 6083 signatures,
rejecting the Board of Elections claim that Popkin’s petitions were
fraudulent.

Not So Finest
Civilian allegations of wrongdoing by members of the NYPD have risen a
shocking 16 percent so far this year, new figures show. The number of
complaints — each of which can contain one or more allegations — went up
7.9 percent for the first eight months of 2005. From January to August,
4,502 complaints were filed containing 13,713 accusations. For the same
period last year, civilians filed 4,171 complaints totaling 11,824
separate allegations. Allegations deemed "substantiated" by the
13-member board — as opposed to cases closed because of a lack of
cooperation by complainants, accusations referred to mediation and cases
where the officers were deemed to have acted correctly — have jumped 9.2
percent so far this year, CCRB stats reveal.

Curtailing Property Rights
The City Planning Commission on Monday unanimously approved the plan to
preserve the low-rise character of most of the 14-block Far West Village
without changes from the original plan outlined two weeks ago at its
public hearing. The commission’s approval of the Far West Village
Rezoning on Sept. 26, the earliest date possible, means that the City
Council could make the plan final before Thanksgiving. Preservation
advocates have urged the fast-track rezoning because developers are
racing to “beat the clock” with projects as large as possible before
final adoption of the new plan. Preservationists were pleased this week
that the commission resisted requests by several developers for their
sites to be exempted from the low-density zoning. But the commission
also rejected preservationists’ urgent demands for downzoning two key
sites, The Superior Ink factory on West St. between Bethune and W. 12th
Sts., where the new zoning allows slightly denser development though
with a new height cap added, and the four-story Whitehall Storage
building between Charles and W. 10th Sts., a site neither downzoned nor
limited in height but cut out of the rezoning.

Debt Fret
New Yorkers will pay nearly $6 billion a year to pay off debt alone by
2010 under Albany's trend of extensive borrowing _ often done without
taxpayer consent and to pay for operating expenses, according to a state
comptroller's report released Friday. The report comes a month before
taxpayers will be asked to approve another massive borrowing for
transportation needs. The state budget totals more than $106 billion.
