Windows Vista: Unable to open external files from a CHM file

Hi All,
The latest problem to crop up in my never ending 'help issues' saga, is
that users with Windows Vista cannot seem to access external files from
a CHM file. We have a single topic that has multiple links, each opening
an Excel spreadsheet. For our users with Windows XP, these links work
fine. However, for users with Windows Vista, the links don't work at
all. They don't get an error or message of any kind, it just doesn't do
anything.
Has anyone else had a problem with this? Does anyone know of a solution
to this? We have looked into several things, and to-date, nothing has
worked. I am really frustrated, because the only other solution we
currently have is to copy each of the spreadsheets and paste them into
Word as tables. However, with the number of spreadsheets we would have
to convert, the number of topics that we'd have to create, and all of
the links we'd have to redo, I'd really rather save this solution as a
last resort.
